Special educational needs in Dubai schools
If your child has special educational needs, Dubai’s system gives you more rights than most parents realise — and more variation in real provision than any school’s website will admit. Here is what is true, what to check, and exactly what to ask.
Your starting position: inclusion is the rule, not a favour
Under Dubai’s inclusive education framework, KHDA-licensed private schools are expected to admit and support students of determination — the UAE’s term for children with special educational needs and disabilities — and every school must have a named inclusion lead and support provision. A school assessing your child to plan support is normal; a school turning your child away solely because of a disability runs against the framework. If that happens, ask for the reasons in writing — and know that KHDA handles parent complaints.
The one research step that actually works
This register will not tell you which school suits your child — and we refuse to guess, because unverified inclusion claims are how families get hurt. But there is a primary source most parents never open: every full KHDA inspection report contains a judged section on the school’s provision and outcomes for students of determination — written by inspectors who watched the support happen. Pick candidate schools from this register, then read that section of each report on the official KHDA directory. Twenty minutes of reading beats every marketing page ever written.
The cost truth nobody volunteers
Tuition rarely includes individualised support. If your child needs a dedicated learning support assistant, many schools charge for it — sometimes substantially — and therapies (speech and language, occupational therapy) are often delivered by external providers at extra cost, sometimes on site. None of this is necessarily wrong; hidden versions of it are. Get the full support-cost policy in writing before you accept a place, and budget with the true cost calculator knowing these sit on top.
Ten minutes that reveal everything: what to ask on a visit
- “May we meet the inclusion lead today?” A school proud of its provision says yes instantly. Evasion is data.
- “How many students of determination are currently on roll, and how many specialist staff support them?” Numbers, not philosophy.
- “How are individual education plans written, how often reviewed, and who attends the review?” You want parents in that answer.
- “What would support for a child like mine cost, in writing?” See above.
- “Tell us about a child with a similar profile who has thrived here.” Real schools have real stories — anonymised, specific, warm.
- “What happens when the approach isn’t working?” The honest answer includes changing the plan, not the child.

Mainstream with support, or specialist setting?
Most students of determination in Dubai are supported within mainstream schools — that is the framework’s intent. Specialist centres and settings also exist for children whose needs are best met there, sometimes alongside part-time mainstream attendance. There is no universally right answer; there is the right answer for your child this year, revisited honestly every year.
